Workshop 3 on a new countertrade model

Energinet hereby invites stakeholders to the third workshop to discuss the setup of a new countertrade model

Today, Energinet uses the regulating power market, i.e. special regulation, to conduct countertrade at our borders. 
 
In 2018, Energinet and TenneT published a joint impact assessment of possible countertrade models, and the result of the impact assessment was to continue the use of special regulation until 2020. 

Energinet held the first workshop on alternative countertrade models on 21 August 2020 and the second workshop on a new countertrade workshop was held 12 January 2021. 

At the second workshop, Energinet presented its preference for an intraday model based primarily on arguments related to socioeconomic efficiency in the intraday model compared to the current special regulation model. The debate on the preference for the intraday was to some extend focused on the legality of such a solution with respect to the 70% requirement under EU Regulation 2019/943 and on technical possibilities to continuing the special regulation model beyond the implementation of the Nordic AOF by the end of 2022. The debate meant that there was no time discuss how an intraday model should be setup. The primary focus of the third workshop is to facilitate such a discussion with stakeholders. 
The outstanding issues will be addressed at the beginning of the third workshop, but the key focus of the third workshop is the setup of an intraday countertrade model
 
As part of this work, Energinet invites all interested stakeholders (TSOs, market participants, national regulatory authorities and other interested parties) to participate in the last workshop to provide input to the setup of a new intraday countertrade model.
