Social Dumping

Energinet wants to be a socially responsible company – that's why we insist on so-cial responsibility from our many contractors and suppliers. We are a public sector body, so we have a responsibility to ensure a safe and healthy working environ-ment for everyone working at our construction sites and facilities. As a government body, Energinet also has a duty to guarantee equal treatment among our suppliers during tendering processes. This includes ensuring that suppliers treat their workers properly and do not engage in social dumping.

WHAT IS SOCIAL DUMPING?

Social dumping happens when a foreign or Danish workforce performs tasks in Denmark for much less pay or with worse working conditions than would be allowed under the collective agreements.

An example of social dumping would be systemic underpayment of foreign workers, for example:

  • workers are not paid for all the hours they work,
  • workers do not receive overtime payment and/or
  • pension contributions and other benefits are not paid

WHAT ARE WE DOING TO PREVENT THIS?

At Energinet, we are conscious of our social responsibility and our duties as a government-owned body when it comes to social responsibility. That is why Energinet uses a labour clause in all our construction contracts.

The labour clause is intended to prevent social dumping by making sure that people working in Denmark do not have worse working conditions, including pay, than would be normal in Denmark.

MONITORING COMPLIANCE WITH THE LABOUR CLAUSE

When Energinet imposes requirements on our contractors and suppliers through a labour clause, we are also obliged to ensure compliance.

Checks are carried out throughout the period of the contract, and can be based on documentation (for example payroll summaries, lists of workers with photo and ID, etc.) depending on what is agreed in the contract.

Specifically for Electricity Transmission, there is a dedicated team to handle labour clause compliance checks in connection with the company's many building and civil engineering projects.

Fact box

When working in Denmark you can generally expect the following rates:

  • DKK 136-151 (EUR 18-20) per hour + extras (such as pension contributions and holiday pay) or
  • DKK 181-201 (EUR 25-27) per hour without extras

You can also expect to receive extra pay if you:

  • work more than 37 hours a week
  • work evenings, nights or weekends
