Market consultation on amendment to the previous method application regarding the entry-capacity conversion service.

Energinet invites the market to give their comments to the amendment before it is handed over to the Danish Utility Regulator

Energinet has prepared an amendment due to concerns from the Danish Utility Regulator (DUR) about discriminatory aspects in the first method application submitted to DUR 11 November 2022.

Energinet therefore propose to change the conditions for using the entry-capacity conversion service where the following conditions will be added:

    1. If there is over-demand in an auction of entry capacity for yearly, quarterly or monthly products it is not possible for Energinet to offer the entry capacity conversion service for the period covered by the given product. Over-demand on yearly products will not obstruct Energinet to offer the service for quarterly or monthly products.
    2. Subject to successful allocation of entry Firm Capacity to the Shipper at one of the respective entry points, the Shipper shall submit an entry capacity conversion service request to Energinet by email (gasinfo@energinet.dk), not later than 3 Business Days after the conclusion of the monthly capacity auction, containing the following information: reference number of the entry Firm Capacity, reference number of the Capacity Agreement(s) at the original entry point for Firm Capacity, the Capacity (kWh/Hour) and the duration (start date and end date) to be converted. A shipper who successfully have allocated firm yearly- or quarterly capacity must submit an entry capacity conversion service request for each month.

 

The full conditions proposed to be implemented in Terms and Conditions for Gas Transport appears in appendix 1 in the amendment.

In summary the proposed changes cause that:

    • It will only be possible for Energinet to offer the entry capacity conversion service when auctions for quarterly and monthly capacity have been concluded without over-demand (oversubscription).
    • Thus, a request can only be accepted for one month at a time (also for quarterly and yearly products).

    • If the yearly capacity auction has been concluded with over-demand (oversubscription) it is not possible to convert yearly entry capacities.

    • Because 10 pct. of available capacities is reserved for shorter products, over-demand (oversubscription) on yearly capacity auctions will not obstruct Energinet to offer the service for quarterly or monthly products.
