Energinet and Evida have commenced a project investigating possibilities to establish a green gas grid on Lolland-Falster.

Possible development of a green gas grid towards Lolland-Falster

 

Large scale industries on Lolland-Falster have for a period of time asked for a more environmentally friendly energy supply solution. Likewise, biogas producers have shown interest in producing biomethane on Lolland-Falster. This was confirmed during the Incremental Capacity process 2019, which Energinet had decided to broaden to all relevant entry and exit point in the Danish gas transmission system.

 

By placing non-binding demand indications during the incremental capacity process shippers expressed interest in Exit capacity as well as RES Entry capacity for Lolland-Falster. On that basis Energinet and Evida, the Danish gas distribution company, have commenced a project investigating the possibilities to establish a green gas grid on Lolland-Falster contributing to the green transition.

 

The overall objective of the project is to enable local production of biomethane and to offer industrial consumers the opportunity to convert to gas; a more climate friendly energy source.

 

The potential production of biogas on Lolland-Falster will exceed the anticipated demand for biogas eight months a year. Therefore, it will be necessary to connect Lolland-Falster to the existing gas grid on Zealand via a gas pipeline. Thereby Lolland-Falster will become a supplier of green gas to end consumers on Zealand. During the other four months of the year the gas pipeline will allow for import from Zealand to Lolland-Falster.

 

Open Season 2020

What is an Open Season?

Open Season is a procedure by which an infrastructure provider, e.g. a transmission system operator (TSO) such as Energinet Gas TSO, asks the market whether

 

  • New/additional capacity is needed by shippers and
  • The shippers are willing to commit themselves contractually to the relevant business case, if the infrastructure provider undertakes the construction.

Open Season in relation to the Green gas Lolland-Falster project

Establishing a gas network towards Lolland and Falster will require firm and binding commitment by market players, as significant investments are required.

 

During the incremental capacity process Energinet received non-binding demand indications from market players. As a measure to replace the non-binding demand indications with firm investment signals, Energinet will conduct this Open Season 2020 where Energinet will collect a combination of long-term capacity bookings and Financial Contribution, which together shall give a firm commitment signal from the market and cover the transmission costs of establishing the new transmission pipeline.

Energinet invites stakeholder who are interested in taking part in the Open Season 2020 to an information meeting which will provide general information on the project and more detailed information on the Open Season process and how to take part.

 

The meeting will take place Thursday 23 January 2020 from 13.00 to 15.00 at our office in Ballerup; Pederstrupvej 76, 2750 Ballerup.

Evaluation:

After the consultation Energinet will evaluate the received comments and questions received during the consultation and make adjust to the Open Season 2020 rules if needed. Energinet will publish a Q&A document based on questions and comments received during the consultation, to secure transparency for all potential market participants, on reasoning behind the final rules.

 

Approval of Open Season 2020 rules

The final version of the Open Season 2020 rules is subject to approval from the Danish Utility Regulator.
